Rules and Regulations – Bihar Inter District Cricket League
The Bihar Inter District Cricket League is designed to promote sportsmanship, fair play, and competitive spirit across all districts of Bihar. The following rules and regulations will guide the smooth conduct of the tournament.
1. Tournament Structure
- Format: The tournament will follow a League-Cum-Knockout format.
- Teams: 38 district teams will participate.
- Stages:League Stage: Teams will be divided into groups, and each team will play a round-robin format within their group.
- Knockout Stage: The top-performing teams from each group will qualify for the quarterfinals, semifinals, and final.
2. Match Rules
- Match Type: All matches will follow the Twenty20 (T20) format.
- Innings Duration: Each innings will consist of 20 overs.
- Overs Per Bowler: A bowler can bowl a maximum of 4 overs.
- Powerplay Rules:First 6 overs will be the Powerplay with a maximum of 2 fielders outside the 30-yard circle.
- After the powerplay, a maximum of 5 fielders will be allowed outside the 30-yard circle.
- Tied Matches: In case of a tie, a Super Over will decide the winner.
3. Player Eligibility
- Each team must submit a squad of 15 players before the tournament begins.
- All players must be bona fide residents of the district they represent.
- Each team must field at least 2 players under the age of 21 in every match.
4. Points System
- Win: 2 Points
- Tie/No Result: 1 Point
- Loss: 0 Points
- In case of teams finishing on the same points, Net Run Rate (NRR) will determine the ranking.
5. Conduct and Discipline
- All players and team officials must adhere to the Code of Conduct.
- Any act of misconduct, indiscipline, or violation of the rules will lead to penalties, including suspension or disqualification.
- On-field disputes will be handled by the match referee, whose decision will be final.
6. Match Conditions
- Start Time: Matches will begin promptly at the scheduled time.
- Delayed Matches: In case of rain or other interruptions, a reduced-over match may be played as per Duckworth-Lewis-Stern (DLS) method.
- If no play is possible, both teams will be awarded 1 point.
7. Awards and Recognition
- Winner’s Trophy – Awarded to the champion district.
- Runner-Up Trophy – Awarded to the finalist.
- Individual Awards:Player of the Tournament
- Best Batter
- Best Bowler
- Emerging Player (Under-21)
8. Umpiring and Decision Review
- Each match will have two on-field umpires and a match referee.
- No Decision Review System (DRS) will be used. The on-field umpire’s decision is final.
9. Media and Broadcasting
- All matches will be broadcasted on official media channels.
- Players must participate in post-match interviews and promotional events.
10. Health and Safety
- Medical staff will be present at every match venue.
- COVID-19 and other health protocols must be strictly followed by players and staff.
Failure to comply with these rules may result in disqualification from the Bihar Inter District Cricket League.
